Macroeconomics, Public Economics, Indian Economic Policy
Over thirty years of experience in conducting economic research, analysis and teaching Macroeconomic Theory, Public Economics and policy making in developing countries. Areas of specialization are Public finances, macroeconomic policies and development and financial issues related to the social sector. Ms. Kacker has worked for a number of international agencies like the USAID, World Bank, Inter development Bank, Prudential foundation and many more. An economist from Oxford University, Ms. Kacker has expertise in econometric analysis, survey design, data collection, data analysis, and social sector research in developing countries. As a researcher, Ms. Kacker has conducted economic impact analyses of social sector reform measures in India and other countries. As a project manager, she has designed and implemented monitoring systems for project management. Recent experience in this area includes preparation of the Performance Management Plan for the USAID IFPS II project which was implemented in three states in India. She refined the results framework and selected indicators to measure outputs, outcomes and longer term results. Recent experience also includes designing and evaluating a multi faceted program aimed towards improving social and health delivery in Armenia and evaluating a U.S. based youth employment and training program. Specialized in the use of statistical and econometric tools in the area of growing public debt and its impact on the social sector. Also have participated in the formulation of the first extensive Human Development Report on India by the Planning Commission. Various issues related to human development like health, education, poverty, unemployment and gender bias are being researched at the national and regional levels. Also conducted a detailed study on Effect of proposed amendments to Copyright Act on the Indian Music Industry. The report was submitted to the standing committee of the Parliament that had been constituted to look into the amendments. The report gave a detailed evaluation of the implications of current copyright act and the economic effects of proposed changes using a microeconomic and econometric framework. Has held many key administrative positions in college.
